Project Overview
All Aspect Roofing was appointed by Oxfordshire County Council, through its framework, to carry out a full roof replacement at Witney Library. Acting as Principal Contractor, we removed the deteriorated felt waterproofing systems across four separate roof areas and installed a new warm roof system designed to improve durability, drainage and long-term performance.
The library was closed to the public while the works were carried out, allowing the project to progress efficiently within the agreed programme. The Council required a long-term roofing solution that would provide reliable protection for the building, rather than continuing with temporary or reactive repairs.
The Challenge
The existing felt waterproofing system had deteriorated significantly, with blistering, surface crazing and loss of the mineral finish leaving the roof increasingly vulnerable to water ingress. Ongoing patch repairs were no longer a suitable long-term solution, so a full replacement was required.
The project involved replacing the roof across four separate areas, while also working around the existing drainage system and upgrading key roof details. Careful planning was required to ensure the new system provided reliable, long-term protection against water ingress.
The Solution
Survey and Roofing Specification
A detailed inspection confirmed that the existing felt roofing system had deteriorated beyond repair, so a full strip and replacement was specified. The roof was taken back to deck level and rebuilt as a warm roof, incorporating a vapour control layer, new insulation and a torch-applied felt waterproofing system. The completed system was installed in accordance with the manufacturer’s guidance and is covered by a 25-year guarantee.

Roof Preparation and Installation
The existing roof was stripped back and prepared for the new system. The vapour control layer, insulation and waterproofing membranes were then installed in stages, with careful attention given to roof edges, raised sections and areas where the waterproofing needed to connect with other building elements.
Planning and Coordination
The works were carefully phased to maintain safe access to the building throughout the refurbishment. Regular communication with the site team helped ensure the project progressed smoothly while keeping disruption to a minimum.

How It Looks
The Results
The completed refurbishment provided a fully renewed warm roof system, improving weather resistance and thermal performance across the four roof areas. The new roofing system is designed to provide reliable long-term protection and reduce the need for ongoing reactive repairs.
The completed system is covered by a 25-year guarantee, giving the Council greater confidence in the roof’s long-term performance. The project was delivered safely and on programme, with minimal disruption to building users.
